What is PESSCL?
The PE, School Sport and Club Links (PESSCL) strategy is a Government initiative jointly led by the Department for Education and Skills (DfES) and the Department for Culture, Media and Sport (DCMS).
The government target is to increase the take up of sporting opportunities by 5 to 16 year olds so that 85% of children by 2008 experience a minimum of two hours high quality PE and school sport within and beyond the curriculum each week. For more info go to Sport England
The PESSCL strategy is divided into 8 strands:
- Sporting Playgrounds
- Swimming
- QCA’s PE & School Sport Investigation
- Gifted and Talented
The BCU and Paddlesport is currently directing its focus to these strands: -

- Sports Colleges and School Sports Partnerships
When students are engaged in high quality Paddlesport through school or sports clubs the outcomes are:
- Commitment to the sport which is a central part of their lives – both in and out of school
- An understanding that what they are doing is an important part of a healthy active lifestyle
- Confidence is increased
- Improvement of skills, control, strength, stamina and suppleness.
-Participation in new challenges, competition and events either as an individual or as a team or group
- Improved thinking and decision making
- Demonstration of a desire to improve and achieve in relation to their ability
- Continuation of sport throughout their life.

PESSCL Infrastructure
PESSCL will be delivered on a local level through collaboration between School Sport Partnerships (SSPs), County Sports Partnerships (CSP’s) & accredited Paddlesport clubs and centres.
School Sport Partnerships
School Sport Partnerships (SSPs) are families of schools that received additional funding from the Government to come together to enhance sports opportunities for all.
Over 400 School Sports Partnerships have been established across the whole of the country to support families of schools. The Partnership Development Manager, (PDM) is responsible for the strategic development of the Partnership and liaison with other organisations to establish pathways for young people to participate at their chosen level. Integral to this are effective links between schools and local sports clubs. The School Sports Co-ordinator (SSCo), usually based in each of the secondary schools, is the direct link with that school and the cluster of primary, first, middle or special schools in their family.
Linking with School Sports Partnerships
Clubs/centres will need to approach the partnership with a plan of action well in advance of any launch dates, including details of how any scheme is to be funded. This plan will need to include details of what you will provide, age range of target group, where and when it will happen and course provider/s with their qualifications and experience of working with school groups.

There are 49 County Sports Partnerships in England committed to providing a high quality single system to help people to access and benefit from sport.
CSP’s play a vital role in developing more community sports opportunities for young people and supporting clubs, which is vital for the delivery of PESSCL.
CSPs aim to identify local needs and undertake a strategic and planning role to ensure optimum use of existing and potential resources.

PESSCL Funding
Would your club benefit from £500 or £1,000 to support the work you do with young people?
Then read on about this new Canoe England initiative to support clubs who make links with schools.
This is an incentive designed to increase participation by encouraging and assisting Top Clubs to deliver the Paddlesport sessions as part of their school and club links agreement. Applications are encouraged from Top Clubs for funding from the British Canoe Union. Areas where the funding may be used are to:
- Support clubs who are willing to provide a programme of Paddlesport activity that shows progression for its participants.
- Reimburse coaches’ expenses
- Support coach professional development
- Purchase equipment that will benefit youth development.
